Director of Development Services
The current Director of Development Services, Robert Manis, is retiring from the City of Poway after more than 16 years of service to Poway and more than 30 years of service in the public sector. The Director oversees a department budget of $7.5 million and a team of 26 Full-Time Equivalent employees. The responsibilities of the Department include traditional activities of administering and implementing the city’s planning, land use, building, code enforcement, and engineering functions. Other activities include providing customer service for all permit activities, developing land use ordinances and various specific plans, and reviewing development plans while ensuring sound and workable development programs are designed and maintained for the city. Department staff complete inspections
