OUC – The Reliable One, an industry leader as Florida's second largest municipal utility, is seeking a Director of Human Resources to join our Employee Experience Team.
We are looking for a strategic and innovative human resource professional to enhance OUC’s commitment to people strategy and culture through strategic leadership of internal programs aligned with company values and mission. In this role, you will plan, execute, and manage people initiatives, applying project management approaches and techniques to ensure consistent delivery of quality work. You will serve as a trusted advisor and thought partner to business unit leaders to evaluate, develop and implement solutions to achieve business objectives.
You will innovate and implement strategic objectives and, monitor for best-in-class results for the Human Resources team; champion a transformational workplace at the department and organizational levels.
The Director of Human Resources will provide inspirational and effective leadership to Human Resources Operations departments, which includes policy administration and compliance, employee relations, compensation, HRIS, benefits, and wellness.
Championing organizational change and guiding leaders through periods of transformation and cultural change; developing and maintaining a high-performance culture by coaching leadership teams to improve their effectiveness through organizational design and development.

The Ideal Candidate will have:
Bachelor’s degree in Business Administration or related field from an accredited college or university (required); Master's degree (preferred);
Minimum of ten (10) years of experience in Human Resources operations, strategy and policy design, organizational development, human resources change management, or related field, to include:
A minimum of five (5) years of experience working with senior executives in a client-facing consulting role, driving strategic outcomes in human resources, and
A minimum of five (5) years of progressive experience managing employees and leading high-performing teams
Proven experience in leading innovation, and implementing strategic objectives
Passione and experience in championing a transformational workplace at the department and organizational levels
Experience with Affirmative Action Plan design, implementation and compliance with OFCCP requirements associated with Federal Contractor work.
Human Resources certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR, etc.) (preferred)

Job Purpose: Advances OUC's commitment to people strategy and culture initiatives through strategic leadership of internal programs in alignment with company values and mission. Serves as a trusted advisor and thought partner to business unit leaders to evaluate, develop and implement solutions to address talent needs, organizational structure, workforce planning and to achieve business objectives. Primary Functions:
•Successfully innovate and implement strategic objectives and monitor for best-in-class results for the Human Resources team; champion a transformational workplace at the department and organizational levels; •Provide inspirational and effective leadership to Human Resources staff and other internal stakeholders; •Establish credibility and rapport with the line and business executives as well as their teams by providing accountable and comprehensive HR functional leadership and direction. •Lead the HR Operations departments, including policy administration and compliance, employee relations, compensation, HRIS, benefits and wellness; Establish metrics and performance expectations for HR team and leverage people analytics for fact-based decision making; •Plan, organize and direct all employee relations activities to ensure fair and equitable treatment of all employees, compliance with company policies, and manage legal aspects of on-going and terminating employee/employer relationships. •Partner with senior management to develop and implement programmatic approaches to performance management, policy development, organizational design and effectiveness, compensation and benefits, talent management and change management; •Develop and provide guidance on compensation actions, including annual compensation planning activities, individual promotions, equity adjustments and related actions. •Champion organizational change and guide leaders through periods of transformation and cultural change; develop and maintain a high-performance culture by coaching leadership teams to improve their effectiveness through organizational design and development; •Advise managers and employees on complex performance issues providing solid guidance on legal and regulatory trends in order to reduce potential business liabilities; •Oversee human resources information systems team and functions to ensure employee and retiree data integrity and accuracy of HR reporting to support decision making; •Develop and deliver effective employee communications; •Partner with the Executive and Senior Management teams to create strategic goals and project plans in support of the strategic pillars (Customer, Employees and Community) and core business processes, with key accountability measures; •Develop and maintain external strategic partnerships to advance internal people initiatives; •Partner with the DEI and Engagement team, Employee Experience leadership and organizational leadership to ensure business practices are inclusive and equitable; •Collaborate with leaders to establish performance metrics: benchmark, measure, track and analyze the effectiveness of OUC’s people initiatives; report progress; and identify opportunities for new areas of focus; •Evaluate and align talent to current and future business needs; mitigate talent risks; •Support and maintain effective business unit work groups and leadership team; foster a culture of respect and continuous learning; •Manage selection and promotion procedures including reviewing applicants and interviewing potential new employees to select candidates for open positions within the business unit; •Develop the annual operating and/or capital budgets for the area; ensure that operations are managed within authorized budgets; advise, develop, review and approve budgets, plans, and business goals; •Champion behavior that is aligned with the company's code of conduct and safe workplace practices and expectations. •Stay abreast of all federal, state and local employment laws and regulations and ensure organization’s policies, procedures and strategies are compliant. •Perform other duties as assigned.
