The West Central Texas Municipal Water District is a conservation and reclamation district created in 1955 by the 54th Texas Legislature to provide a water source for municipal, industrial, mining, and agricultural purposes. The result of a cooperative effort by its member cities in response to prolonged drought conditions in West Central Texas during the 1950s, the District is a raw water supplier for the cities of Abilene, Albany, Anson and Breckenridge. In addition to the four member cities, the District serves about 100 agricultural and mining customers from the Hubbard Creek Reservoir (HCR) pipelines, nine from the West Central Brazos Water Distribution System, and 300 HCR lake lot customers.
