The Boulder County Community Planning and Permitting Department is seeking to hire a Vision Zero Program Manager at the Planner II level. In this new position, the successful candidate will have a unique opportunity to build Boulder County's Vision Zero program from the ground up, developing and sustaining a data-driven, comprehensive, and proactive Vision Zero program that supports our Transportation Master Plan goal of eliminating fatal and serious injury crashes in unincorporated Boulder County by 2035.
An early assignment will be leading the development of our first-ever Vision Zero Action Plan, recently funded by the USDOT’s Safer Streets & Roads for All (SS4A) program. In this role, you'll perform a variety of complex planning duties and work with a team of planners, engineers and policy makers to advance transportation safety projects. The ideal candidate will thrive in a dynamic and evolving environment, be committed to working collaboratively with advocates, the public and diverse stakeholders, and have a proven track record of success in planning and implementing innovative transportation safety initiatives.
This is a full-time, benefited position.The schedule will be Monday - Friday, working 40 hours per week with flexibility, included a potential for occasional evening and weekend hours to facilitate or support public meetings and/or attend outreach events. This position will work both remotely (3 days per week) and in-person (2 days per week) located at 2045 13th St., Boulder CO. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Examples of Duties
1. Models and upholds Boulder County’s Guiding Values of Inclusion, Stewardship, Service, Engagement, Sustainability, Innovation and Resilience 2. Develops and implements a workplan to achieve Boulder County Transportation Master Plan goals, including transportation, environmental, safety, economic, equity and county identity and character 3. Develops and maintains an understanding of Vision Zero principles including a data-driven, proactive, and systemic approach with a focus on vulnerable roadway users, and as part of multi-disciplinary team advocates for their inclusion in all aspects of the planning, design, and construction of capital projects 4. Leads the development and updating of the Boulder County Vision Zero Plan, which includes project prioritization for planning, funding and implementation 5. Serves as a project manager or project lead for multimodal transportation planning projects, including alternatives analyses, feasibility studies and concept designs 6. With oversight, manages projects, including developing scopes of work, purchasing and procurement of consultants, establishing and tracking budgets, approving consultant/ contractor payments, grant management and requests for reimbursement, monitoring work progress and ensuring completion of quality work products 7. Leads and participates in community engagement processes for transportation planning and construction projects, including outreach to historically marginalized and hard to reach populations 8. Plans and leads appropriate internal and public meetings, which also include off-site road safety audits, other evaluations of traffic safety issues and occasional evening meetings 9. Assists members of the public, often serving as their first point of contact, by answering inquiries and providing information concerning county policies, procedures, projects and programs 10. Participates in internal Boulder County diversity, equity and inclusion (DEI) work. 11. Serves on technical committees; develops and presents recommendations to policy makers, partners and other stakeholders 12. Reviews newly adopted state and federal laws, standards, and grant regulations for relevance to departmental programs and work. Identifies grant opportunities and writes grant applications 13. Prepares maps, charts, diagrams, and other visual materials 14. May be reassigned in emergency situation 15. Performs related duties as assigned

EDUCATION & EXPERIENCE: Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a bachelor's degree in Planning or related field, such as but not limited to Engineering, Landscape Architecture, Design, Public Policy or Administration, Community Development, Geography, Public Health, Sustainability, Environmental Science or Studiesor a related field and two years of professional experience in urban, rural, regional, transportation, parks or community planning, traffic engineering or other related field.

PREFERRED QUALIFICATIONS:
Knowledge of the principles and practices of traffic or transportation engineering, Vision Zero and basic understanding of engineering mathematics
Working knowledge of ArcGIS, Adobe Creative Suite, including Illustrator, InDesign and PhotoShop
KNOWLEDGE, SKILLS, & ABILITIES:
Working knowledge of the factors that influence transportation and land use and the legal and social aspects of transportation planning
