The Manager ofTransportation Engineering & Data is responsible for managing Transportation Engineering & Data tasks pertaining to the planning process in the WAMPO region. This position is responsible for tasks related to transportation engineering, transportation modeling, transportation planning applications, transportation system performance metrics, data collection, data maintenance, data trends analysis, data presentation, and forecasting. This position is responsible for assisting in the administration of transportation-related programs and planning studies, transportation research and innovation, federal government transportation programs, data management, and grant administration. This position will assist in the MTP development, securing federal funding for transportation infrastructure investments (road, bridge, transit, and multimodal projects) in the WAMPO area through the development of transportation capital investment plans (TIP), long-range transportation plans, specific corridor studies, safety studies, and various other plans. This action is performed to ensure the region remains eligible to receive federal transportation funding and meets federal funding mandates.
Duties: Typical tasks and duties of the Manager of Transportation Engineering & Data may include, but are not limited to the following:
Manage tasks related to transportation engineering, transportation demand modeling, transportation planning applications, transportation system performance metrics, data collection, data maintenance, data trends analysis, data presentation, and forecasting.
Implement the Metropolitan Planning Organization’s transportation planning process for the WAMPO area in compliance with federal and state regulations.
Assist Director of MPO in performing urban transportation planning activities and coordinating the regional planning program with federal and state activities, plans, and programs; ensure that the transportation planning process is performed in compliance with the currently effective UPWP.
Prepare reports, develop and/or coordinate elements of the WAMPO Long Range Transpiration Plan including research and analysis of roads, bridges, public transportation, air, rail, freight, and non-motorized transportation.
Develop population projections, maps, and financial forecasts for the Regional Plan and specific plans and analyze the environmental and societal impacts of transportation projects. Coordinate with team members in the development of MTP’s financial plan and forecasts.
Coordinate transportation aspects of land development with the municipalities, developers, KDOT, FTA, and FHWA.
Meet with local governments concerning transportation infrastructure from roadway systems and rail networks to pedestrian and bike facilities.
Organize workshops and presentations for the purpose of informing local agencies on transportation issues affecting the region.
Oversee the work of consultants retained to work on transportation projects. Prepare written reports, contractual agreements, project scopes, as well assist in preparation of RFP’s.
Manage Transportation Team staff in the use of the region’s travel demand forecasting model, GIS and TransCAD, among other tools.
Administer grants; review grant requests and assist local agencies in leveraging project grant funding.
Conduct and participate in a Federal Certification Review, essentially an audit of the transportation planning process, conducted by a joint Federal Highway Administration/Federal Transit Administration review team. This audit ensures that the transportation planning process is being performed in a manner that meets federal requirements and ensures the region remains eligible to receive federal transportation infrastructure funds. This audit occurs every four years.
Supervise direct reports, train direct reports, and assign tasks to direct reports.
Comprehensive knowledge of methods, practices, and procedures involved in transportation planning, engineering, metropolitan planning organization operations, and management.
Knowledge of transportation engineering, traffic engineering and safety laws.
Ability to oversee contract administration and implement good record keeping practices.
Ability to write clear and concise reports as well as prepare grant proposals and administer grants.
Ability to multitask and set priorities.
