This is a multi-disciplinary position requiring a well-rounded, independent professional. The position plans, designs, programs, implements, documents and maintains MW&L’s Geographic Information System (GIS) applications and computerized systems. Close work with other Engineering and Operations staff is expected and the technical development of coworkers to geo-enable them with the equipment and applications they need to do their jobs is also an important piece. Accuracy, communication, and teamwork skills are essential.

QUALIFICATIONS
Required Education and Experience
High School Diploma or equivalent.
Bachelor’s degree or equivalent in Geography, Computer Science, Engineering, Business, or related field with specific GIS coursework and/or training.
Four years of progressively responsible experience in a GIS professional or closely related position.
An equivalent combination of experience and education may qualify.
Special Requirements
Driver’s license valid in Oregon, with acceptable driving record.
Ability to pass a pre-employment background check.
Preferred Qualifications
Experience with National Information Solutions Cooperative (NISC).
Preference will be given to candidates with experience in utility or municipal engineering.
ESSENTIAL JOB FUNCTIONS
Essential functions of this position include the following. Other duties may be assigned.
Performs technical services in GIS data construction, programming, database management, GIS analysis, and system implementation.
Develops GIS standard policies and procedures; maintains and preserves the integrity and design of GIS.
Analyzes GIS needs and develops cost-effective recommendations to enhance GIS computer systems; participates in budget and strategic planning.
Develops and conducts training in GIS systems, methodology, software, and applications.
Manages projects to overcome data shortfalls, often through field inspection mobile platforms.
Develops, modifies, enhances, and upgrades the applications and databases used to perform mapping for the utility over multiple platforms.
Produces standard and specialized maps, drawings, analyses, and reports related to GIS.
Codes in common GIS development environments to maintain existing code and to be able to solve future problems with custom solutions.
With electrical engineer, supplies data exports to the power distribution modeling software and the SCADA system.
Creates extract-transform-load procedures to bring legacy databases and spreadsheets into spatial data warehouses.
Conducts spatial analyses and queries.
Maintains parity between GIS features and asset management and business databases.
Manages ArcGIS Server/ArcGIS Online web services.
Uses AutoCAD to maintain schematics and non-spatial as-built drawings; maintains GIS-to-CAD processes; performs COGO editing.
Reports and data-mines in spatial, asset management, and business databases.
Shares data with outside entities and engineering consultants.
Operates a company vehicle to travel between facilities, to construction sites, and to meetings.
