Works under the general supervision of Electric Utility Director.
Manages the Business Operations division including direct supervision of the Business Operations Analysts, Engineering Support Supervisor, and the joint use specialist positions.
Organizes and directs work activities, prepares budget documents, administers purchasing, and manages personnel issues for the work groups assigned.
Provides experienced professional management and financial work for the business operations programs of the Farmington Electric Utility System.
Serves as liaison and voting member to various organizations, committees, and boards necessary to the operation of the Electric Utility.
Develops long-range plans for ensuring the success of the divisions within the Utility Business Operations in supporting the short-term and long-term goals of the Electric Utility and its customers.
Serves as the electric utility representative and first point of contact with large customers to establish a constructive relationship and to enhance customer service.
Acts as an advisor to the Director on all related business issues.
Establishes and oversees operating and capital budgets and the financial policies and procedures of the department.
Provides technical consultation and training on budget matters and implementation of financial best practices.
Manages capital assets.
Implements internal financial controls within the department including monitoring flow of funds and reviewing and reconciling expenditures for accuracy.
Recommends service delivery and cost recovery options.
Oversees, directs, and conducts analytical studies on a wide variety of project and policy issues, forecasts, business operations, and rate structures.
Prepares financial and statistical reports for the administration and makes presentations to the Public Utility Commission, and/or City Council as needed.
Coordinates and interacts with all key electric utility operation stakeholders, large customers, and other power entities.
Oversees and administers cost of service studies and formulates recommendations for customer retention and competitiveness through rates and other utility activities.
Maintains and prepares all data for the sale of bonds.
Researches and prepares the Electric Utility’s multi-year financial forecast to include loads and resources to be used by the electric utility and bond rating agencies.
Oversees, negotiates, and administers a variety of electric sales and joint use contracts to ensure proper collection of fees.
Directs data collection for forecasts and assesses customers’ energy consumption patterns and prepares end-use, or other forecast models, of short and long-term energy consumption.
Performs research and analysis related to customer characteristics, behavior and attitudes.
Devises methods and procedures, obtains, maintains and updates large sets of market-related data, including the direction of or performance of collection, coding and tabulation.
Provides leadership responsibility in the evaluation of data, as well as, database development and maintenance of the database and user interface tools.
Provides preliminary review and coordinates legal review during utility contract preparation.

The following qualifications will be required of the employee:
Bachelor’s degree in public or business administration, accounting, or a related field; and five (5) years of progressively responsible experience in utility business operations, including budget planning, financial analysis, municipal accounting, customer service, or related experience; OR an equivalent combination of related education/certification/and/or experience.
Two years of experience in market analysis, resource planning, utility demand-side programs, data management related to customer analysis, or other related fields.
Experience and ability to formulate, review, and negotiate the various contracts related to utility operations.
Thorough knowledge and experience working with the FERC system of accounts.
Knowledge of and ability to perform quantitative analysis.
Ability to manage and communicate with large groups of employees; express oneself clearly and concisely, both orally and in writing; works in a team environment under stressful conditions; prepares and presents accurate and reliable reports containing findings and recommendations to commissions, large business customers, and civic organizations; performs a wide variety of duties and responsibilities with accuracy and speed under time-sensitive deadlines.
Knowledge of utility accounting methods and techniques, budgetary planning methods and techniques, modern managerial practices and research methodology, and related laws, codes, rules, and regulations governing the electric utility.
Knowledge of policies and procedures established for the work system.
