The Position The Senior Development Review Engineer performs professional engineering work in support of review of private development and/or City projects as well as engineering design related to City facilities including roads, signals, and drainage. The successful candidate should be a creative thinker with sound interpersonal and communication skills capable of educating and working with staff and the community.
Upcoming Projects This is an exciting time to be involved in a variety of projects which include: the Boys School re-use project; implementation of three approved Specific Plans; collaboration with Public Works on a recycled water system; Salinas River Trail and watershed improvement projects; implementation of the City’s General Plan Transportation Element; implementation of the City’s Ped and Bike Plan; collaboration with other City departments on the ADA Transition Plan implementation; walkable neighborhoods, traffic calming streets, and storm water enhancement improvements; and optimization of the City’s existing transportation infrastructure.

The Ideal Candidate The successful candidate will be an experienced engineering professional who thrives in a fast-paced environment. They will possess experience in performing engineering review of plans, proposals, and studies; the ability to present complex concepts and ideas to governing bodies and community groups; strong leadership qualities; excellent time and project management skills; and a keen desire to stay abreast of new trends and innovations in the field of Civil Engineering and Storm Water Management. Knowledge of: Engineering principles of planning and design related to construction management; encroachment permitting; traffic engineering; storm water post construction management planning and design; drainage design; City planning, design, and implementation of large and small community public works projects; principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures; regulations and experience working collaboratively with governmental agencies, as well as with property owners, contractors, developers, and the general public.
Ability to: Communicate effectively both verbally and in writing; collaborate with a wide variety of community groups and other stakeholders to explain complex issues in straightforward terms; demonstrate tact and diplomacy; establish and maintain effective working relationships with those contacted in the course of work including public officials and the general public; plan, organize, schedule, assign, review, and evaluate the work of staff; identify and choose the appropriate course of action from multiple alternatives and anticipate the impact of such decisions; exercise sound managerial judgment in the administration and oversight of complex engineering, construction, planning, and operational problems.
Education and Experience: Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be graduation from a four-year college or university with a bachelor's degree in engineering or a related field, and six years of increasingly responsible experience in a related field. Licenses and Certifications: Must obtain a valid certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers within three years of appointment. A surveying license is highly desirable but not required.
Must possess a valid California Class C driver license and have a satisfactory driving record.
