The purpose of this position is to direct and manage operations and staff involved in the design and administration of projects in accordance with accepted professional engineering standards and with considerable independence for the Electric Division of the Department of Public Utilities (DPU).
Manages, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to Division Director; and assists with the revision of procedure manuals as appropriate.
Manages and coordinates the technical work of Distribution Plant Construction and Maintenance: coordinates the preparation of drawings, construction documents, and cost estimates for each project; ensures each project has been verified and coordinated with the work of other sections; ensures all required approvals, codes, regulations, and contract requirements are received, complied with, and recorded; approves shop drawings; reviews and approves samples; approves and issues supplementary drawings, details and addenda as required; and makes recommendations and provides advice and direction to engineers, drafters, and others as required and/or requested.
Manages and coordinates distribution rights-of-way clearing and trimming: dispatches personnel; and monitors activities to ensure compliance with applicable rules, regulations, policies and procedures.
Manages, coordinates and participates in training for the Division: provides safety and construction training for all Division employees.
Maintains inventory of equipment, tools and supplies: ensures adequate supplies to complete work activities; prepares bid specifications and evaluates and selects products in compliance with established procurement policies; orders equipment, tools, and supplies; prepares and processes invoices; and maintains inventory counts and related documentation.
Assists in developing, planning and implementing strategic plans, goals, and objectives for the division in the area of electric power delivery: evaluates performance and effectiveness and identifies and recommends needed changes, modifications and/or enhancements to current systems, technology or equipment in order to meet division needs, to resolve problems, or to improve/enhance operations; and manages related project implementation involving personnel from other DPU divisions and/or vendors.
Assists in developing budget for the division: makes budget recommendations regarding area of assignment; monitors revenues and expenditures to ensure compliance with approved budget; and prepares and submits related financial reports.
Ensures compliance with all applicable codes, laws, rules, regulations, standards, guidelines, policies and procedures: ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individual; initiates any actions necessary to correct deviations or violations; and prepares and submits regulatory reports as required.
Maintains an awareness of new technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and websites to increase knowledge of electric operations; and attends conferences, workshops, and training sessions as appropriate.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates a personal computer and other electronic devices to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates with supervisor, DPU employees, outside agencies, customers, the public, and other individuals to review operations and activities, review and resolve problems, receive and give advice and direction, and provide recommendations; conducts and attends a variety of meetings; provides information, reports, documentation, etc. and makes presentations as requested.
BS Degree in Electrical or Mechanical Engineering or a related field required; supplemented by five years of experience in planning and designing electrical, mechanical, or communication systems, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid South Carolina driver’s license. Possession and maintenance of a South Carolina Professional Engineer’s license is preferred.
Specific Knowledge, Skills, or Abilities: Must have extensive knowledge of the principles and practices of engineering as to electrical systems; and the ability to make independent decision in the design and layout of projects; to develop solutions to problems encountered during the design of projects; and to exchange ideas and give instructions in a clear legible and/or audible manner. Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
